The PKK is a Marxist organization run by an enigmatic figure named Abdullah Ocalan, also known as Apo, or Uncle. Apo, who promises to form an ind ependent Kurdistan in the border area of Iraq, Syria, Turkey and Iran, has a following o f tens of thousands of Kurds in Turkey, Syria, and Lebanon. The PKK runs the Ma hsum Korkmaz Academy in the Bekaa Valley, a guerrilla training base operated un der Syrian protection. From the Mahsum Korkmaz Academy, the PKK carries on a guerrilla wa r against Turkey. Syrias interest in supporting the PKK is not one of kindnes s towards a minority group that is repressed by the Turkish government. In fac t, Syria uses its Kurdish card as leverage against Turkeys control of fresh water from such rivers as the Euphrates that flow from Turkey into Syria. The new Ataturk Dam has given Turkey control of the Euphrates.

Kurdish officials hold court in a building that was previously used by secret p olice. The court is run by the peshmerga, or Iraqi Kurdistan Guerrilla forces. Here judge Nazar Berzengi, a peshmerga police inspector, works on a case. Ber zengi hears approximately fifty cases a day, ranging from petty crimes to murder. This cou rt uses Iraqi laws as a guide, ignoring Iraqi political laws, of course, which were designed to repress the Kurd minority. There are 25 courts like this one in Kurdistan.
